ShadowDragon's tools, including SocialNet and Horizon, pull from 200-plus social-media, messaging, and dark-web sources to map a target's accounts, contacts, and movements for law enforcement — enabling deep profiling of people from their online footprints. Reporting in 2025 revealed ICE adopted SocialNet — seeking about 100 licenses — to monitor sites ranging from Bluesky to pregnancy and gaming forums, prompting a Mozilla-led campaign urging platforms to block it.
